Can China Help Broker Peace as Iran’s Foreign Minister Heads to Beijing?

Iranian Foreign Minister Abbas Araghchi is set to visit Beijing as tensions between Iran and the United States remain high. The visit comes as China signals support for diplomatic efforts to reduce the conflict, raising questions over whether Beijing could play a greater role in bringing the two sides toward dialogue.

The visit is expected to take place on Wednesday and will be Araghchi’s second trip to the Chinese capital since the US-Israel war involving Iran began at the end of February. His visit also comes ahead of a planned meeting between US President Donald Trump and Chinese President Xi Jinping later this month.

China has increasingly presented itself as a country seeking a diplomatic solution to the conflict. Chinese President Xi Jinping recently called on BRICS countries to contribute to peace efforts in the Middle East and said Beijing was ready to cooperate with other nations toward that objective.

However, it remains unclear whether China is preparing to become a direct mediator between Iran and the United States.

Xi has promoted a broader plan aimed at reducing tensions, including respect for national sovereignty, international law, peaceful coexistence and a balance between development and security. China has also traditionally been cautious about becoming deeply involved in difficult third-party conflicts.

Iran Looks to China for Diplomatic Support

The latest visit is significant for Tehran because China remains one of Iran’s most important diplomatic and economic partners.

Former Iranian Foreign Minister Mohammad Javad Zarif has welcomed China’s diplomatic approach, saying that Beijing’s initiatives could provide an opportunity to reduce tensions and strengthen multilateral diplomacy.

However, some Iran-based analysts have warned against interpreting Xi’s comments as a formal offer to mediate between Tehran and Washington. They argue that China’s statements so far do not amount to a confirmed US-Iran mediation initiative.

Iran’s Nuclear Programme Also on Agenda

Iran’s nuclear programme is also expected to be an important topic during Araghchi’s discussions in Beijing.

The issue has gained renewed international attention after the United States and European countries pushed for Iran’s nuclear file to be referred to the UN Security Council through the International Atomic Energy Agency.

China and Russia have opposed the move and could use their veto powers against any new Security Council measures.

At the same time, Washington continues to expand economic pressure on Tehran through additional sanctions. Chinese-linked companies, refineries and financial channels accused of facilitating Iranian trade have also faced US sanctions.

What Role Can China Play?

China has strong relations with Iran and has previously played a role in Middle Eastern diplomacy. Beijing helped facilitate the restoration of diplomatic relations between Iran and Saudi Arabia in 2023, demonstrating its ability to bring regional rivals to the negotiating table.

The current situation, however, is considerably more complicated because it involves Iran and the United States during an ongoing conflict.

For now, Araghchi’s Beijing visit appears to be focused on diplomatic coordination and discussions over the regional crisis rather than a confirmed peace agreement.

China’s next steps could nevertheless be important. If Beijing succeeds in encouraging dialogue between Tehran and Washington, it could strengthen its position as a major diplomatic power in the Middle East.

For Iran, maintaining Chinese diplomatic and economic support is also increasingly important as pressure from the United States and European countries continues.

The visit therefore represents another significant diplomatic effort, but it is too early to say whether China will ultimately become a direct peacemaker between Iran and the United States.
